The latter character isn't well-known outside of Japan, so it's an interesting choice for the upcoming Super Smash Bros. ripoff, but he will surely be a fun addition either way! PlayStation All-Stars is a PlayStation Network exclusive and will be released on October 23rd, 2012.
Heihachi is a no-brainer for the brawling game lineup. Even though the Tekken series is not technically a PlayStation series in modern times, the Tekken series did make its name on the original PSOne, where Tekken 1, Tekken 2 and Tekken 3 popularized the series through the stratosphere. All the while Heihachi has made his mark on the franchise, becoming a staple of the series as the main villain, and the mastermind behind the Mishima Zaibatsu organization. He has appeared in every Tekken game since (one of only five characters to do so).

As for the PlayStation All-Stars versions of these characters, Heihachi is a melee fighter who focuses on close-quarters combat. He uses quick but powerful hand-to-hand combat, and comes equipped with many of his token moves including the Electric Wind God Fist and Twin Pistons moves. He also has some of the best combo capability in the game.
Toro meanwhile is a short, small character that brings a unique fighting stance to the game. This gives him several different sets of moves. One of these is a melee set called Justice, while another is a ranged set called Torobi, to a wide-area controller in his Oni form. Of course his fun-loving feline nature shines through despite what form you are using. And he is a formidable opponent.

Last but not least, a new stage has been announced at the recent EVO 2012 World Fighting Game Championship event. The new level is the Dojo from Parappa the Rapper! However all is not right in the Dojo and the city looks like it may be under attack! But that's okay, we have Chop Chop Master Onion to defend us!
